Wesley Snipes portrays Neil Shaw, an undercover agent for the Secretary General of the United Nations. The U.N. is preparing for a summit with China, which certain forces are trying to sabotage. They will do anything to discredit the U.N. The pressure is on Secretary General Ray to resign. Shaw and his boss Hooks (Anne Archer), believe that Chinese Ambassador Wong might be involved, but when Wong is assassinated at a banquet in front of thousands, Shaw is arrested and thrown in prison. He discovers the only witness to the crime is U.N. translator Julia Yates. Now, like Shaw, she is also on the run. The final showdown is on an international stage, the Security Council Chamber.
